ICC Referees and Umpires
In December 1993, the ICC formally introduced a panel of independent Umpires and Match Referees, following a successful pilot scheme run during series in Zimbabwe and the West Indies.
From this date, one independent overseas umpire has stood in every Test match, together with a local appointment. Independent umpires are not used in One-day International matches.
ICC Referees are appointed from a panel of former Test cricketers. They oversee all Test and ODI matches, where they are responsible with the umpires and captains for upholding and enforcing the ICC Code of Conduct.
